자연속의 도서관, 문화 도서관, 시민에게 열린 도서관을 목표로 조성하였다. 그린포럼은 도서관본관, 디지털도서관, 주변 자연환경과 사람들을 유기적으로 연결하며 도서관의 주요개념이 투영되는 중심공간이다. 건물의 일부이기도 한 그린카펫(Green Carpet) 또한 정보의 교류와 이벤트를 수용하는 열린 문화공간이다. 북카페(Book Cafe)는 나무 그늘 아래 커뮤니케이션 LOT, 디지털 벤치가 놓인 옥외도서관으로, 후정에 조성된 숲과 더불어 조용한 산책과 독서, 스토리텔링과 모임을 할 수 있다.

The library will take up part of front yard of The National Library that is built on part of Seoripul Park, and it is designed to be an open cultural space inside a park that connects information, people and nature. It will be a low story building that introduces the concept of parkitecure (park+architecture) that connects the green that rises upward from the top of the building.
